## Best Low-Code Platforms: The Short Answer

Superapp is the best low-code platform in 2026 if you want a native iPhone, iPad, Mac or Apple Watch app plus a website, and you want to own the code. Lovable is the best pick for web apps, FlutterFlow for visual cross-platform mobile apps, Retool for internal tools, Microsoft Power Apps for companies already on Microsoft 365, and OutSystems or Mendix for large regulated enterprises.

The right answer depends less on features than on three questions: who builds the app, who uses it, and what you need to own when you stop paying. This guide ranks 17 platforms across four categories and compares them on output, code export, AI, and the cost of a real first year.

> **Quick answer: what is the best low-code platform in 2026?** For a native Apple app you own, Superapp: a prompt becomes a standard Xcode project plus a website, with App Store publishing from $25 a month (about $399 in year one including Apple's $99 fee). For web apps, Lovable ($25 a month, Git sync on every plan). For cross-platform mobile with a visual editor, FlutterFlow ($39 a month for code download and store deployment). For internal tools, Retool (Free for up to 5 users, Team from $10 per builder). For enterprises, OutSystems and Mendix, which Gartner has named Leaders for ten years, at quote-only or $1,090-a-month-and-up pricing. The honest caveat: no single platform covers all four jobs, and most visual and enterprise platforms do not let you take runnable code with you.

## The 17 best low-code platforms at a glance

Here is the full ranking, with the category, what each platform actually produces, and the cheapest way in.

| Rank | Platform | Category | Best for | What it outputs | Runnable code export | Starting paid price |
| --- | --- | --- | --- | --- | --- | --- |
| 1 | Superapp | AI generator | Native Apple apps plus a website | Native Swift, standard Xcode project | Yes | $25/mo (Pro) |
| 2 | Lovable | AI generator | Full-stack web apps | TanStack Start web app on Lovable Cloud | Yes (Git on all plans, ZIP on paid) | $25/mo or $21/mo annual |
| 3 | FlutterFlow | Visual app builder | Cross-platform mobile with a visual editor | Flutter code | Yes, from Basic | $39/mo |
| 4 | Retool | Internal tools | Internal tools on company data | Retool apps (JSON/Toolscript) | No | $10/builder + $5/user (annual) |
| 5 | Microsoft Power Apps | Enterprise LCAP | Microsoft 365 organisations | Canvas and model-driven apps | No (Power Fx/YAML) | $20/user/mo (annual) |
| 6 | OutSystems | Enterprise LCAP | Regulated enterprises modernising legacy | .NET web, Capacitor/Cordova mobile | One-way detach (O11 only) | Quote only |
| 7 | Mendix | Enterprise LCAP | Enterprise app portfolios | Web, PWA, React Native mobile | No (models via SDK) | $1,090/mo (one app) |
| 8 | Bubble | Visual app builder | Web apps without code | Bubble web app, React Native mobile | No | $32/mo (annual, web) |
| 9 | Replit | AI generator | Developers who want an AI IDE | Web apps, Expo/React Native mobile | Yes (ZIP, GitHub) | $18/mo annual |
| 10 | Bolt | AI generator | JavaScript web apps from a prompt | JavaScript web apps, Expo mobile | Yes (ZIP, GitHub) | $18/mo annual |
| 11 | Appsmith | Internal tools | Open-source admin panels | Appsmith apps (Git sync) | Git sync, runs on Appsmith | $15/user/mo |
| 12 | Budibase | Internal tools | Self-hosted internal apps and agents | Budibase apps (JSON export) | No | $19/mo (Cloud Pro) |
| 13 | Base44 | AI generator | Quick web apps with a managed backend | React/Vite on Base44 backend | GitHub sync from Builder | $16/mo annual |
| 14 | Zoho Creator | Internal tools | Zoho-centric business apps | Zoho apps (.ds export) | No | Per user (quote by plan) |
| 15 | Google AppSheet | Enterprise LCAP | Google Workspace teams | Apps in the AppSheet host app | No | $5/user/mo |
| 16 | Appian | Enterprise LCAP | Process automation and case management | Appian apps (XML packages) | No | Quote only |
| 17 | Salesforce Platform | Enterprise LCAP | Apps on Salesforce CRM data | Lightning apps on Salesforce | No (metadata only) | $25/user/mo (annual) |

Prices were checked on each vendor's pricing page on October 22, 2026, in US dollars. "Runnable code export" means you can take code that runs without the vendor's platform, not a backup file that only re-imports into the same tool.

## What counts as a low-code platform in 2026?

A low-code platform is software that lets you build applications mostly through visual tools, templates or plain-language prompts, with the option to add code where the tools run out. In 2026 that definition grew to include AI app generators.

The clearest signal is Gartner's own naming. From 2019 to 2025 its main report was the Magic Quadrant for Enterprise Low-Code Application Platforms, a name history [OutSystems confirms](https://outsystems.com/blog/posts/gartner-augmented-ai-lcap-outsystems-a-leader). On September 28, 2026, Gartner published the [Magic Quadrant for AI-Augmented Low-Code Application Platforms](https://www.gartner.com/en/documents/8421913), which describes these platforms as speeding up enterprise app building through AI generation, agentic workflows and governance. Forrester made the same point more bluntly with a post titled ["AppGen Is Eating Low-Code"](https://www.forrester.com/blogs/appgen-is-eating-low-code-what-it-means-to-you).

So "low-code" now covers four different kinds of product:

| Category | Who builds | Who uses the result | Examples |
| --- | --- | --- | --- |
| AI app generators | Founders, solo builders, product teams | The public (app stores, the web) | Superapp, Lovable, Replit, Bolt, Base44 |
| Visual app builders | Non-developers and designers willing to learn an editor | The public | FlutterFlow, Bubble |
| Internal-tool builders | Developers and ops teams | Employees | Retool, Appsmith, Budibase, Zoho Creator |
| Enterprise low-code application platforms (LCAPs) | IT teams and citizen developers under governance | Employees, partners, customers | OutSystems, Mendix, Power Apps, Appian, Salesforce, AppSheet |

The people building with these tools are increasingly not professional developers. In December 2022 Gartner [predicted](https://gartner.com/en/newsroom/press-releases/2022-12-13-gartner-forecasts-worldwide-low-code-development-technologies-market-to-grow-20-percent-in-2023) that by 2026 developers outside formal IT departments would make up at least 80% of the user base for low-code development tools, up from 60% in 2021.

## How we ranked these low-code platforms

Each platform was scored on five things a buyer actually lives with after the demo:

1. **Output.** What does it produce: native code, a cross-platform framework, a web app, or an app that only runs inside the vendor's player?
 2. **Ownership.** Can you export code that runs without the vendor, and on which plan?
 3. **Price to production.** The cheapest plan that puts a real app in front of real users, not the free tier.
 4. **AI.** Can you describe what you want, and how much of the app does the AI really build?
 5. **Fit and governance.** Who the platform is built for, and what breaks when you leave that lane.

Ranks are within the overall list, but the category matters more than the number. Retool at #4 is not a worse Superapp; it solves a different problem. Use the category sections and the use-case tables below to find your shortlist.

## AI app generators: the fastest-growing kind of low-code

AI app generators turn a plain-language description into a working app, then let you refine it by chatting. They are the reason Gartner renamed its report. The differences that matter are what code they generate and whether that code can reach an app store.

### 1. Superapp: best low-code platform for native Apple apps

Superapp is an AI app builder that generates native Swift apps for iPhone, iPad, Apple Watch, Mac and Vision Pro, plus a website for the app, from a description in plain English. Its FAQ says plainly that "Superapp exports the native Swift as a standard Xcode project you own." ([Superapp FAQ](https://superapp.dev/faq))

- **What it outputs:** SwiftUI code in a complete Xcode project, built and compiled in the cloud, so no Mac is needed.
 - **Code export:** Yes. The project is a standard Xcode project that a developer, Claude Code or Codex can continue from.
 - **Pricing:** Free credits to start in most countries. Pro is $25 a month with 50 credits, automated App Store publishing and a website. Business is $50 a month. Max is $100 a month and adds marketing: Apple Ads, App Store optimization, SEO and UGC creators. Credits work out to roughly one per screen. ([Superapp pricing](https://superapp.dev/pricing))
 - **AI:** The whole build is prompt-driven; you iterate by chatting.
 - **Pitfall:** It is Apple-only. If your Android version has to launch on the same day, pick a cross-platform tool.
 - **Who it is not for:** Teams building internal tools on company databases, or enterprises that need role-based governance across hundreds of apps.

We cover Superapp's trade-offs in more detail at the end of this guide.

### 2. Lovable: best AI low-code platform for web apps

Lovable describes itself as "an AI development platform that builds full-stack web applications" from a plain-language description ([Lovable FAQ](https://docs.lovable.dev/introduction/faq)). It is the default choice for founders who want a SaaS dashboard, marketplace or landing page with a real backend.

- **What it outputs:** Apps created since May 13, 2026 use TanStack Start; older ones use React and Vite. The backend is Lovable Cloud, built on Supabase.
 - **Code export:** Git sync to GitHub, GitLab or Bitbucket on every plan, including Free; ZIP download on paid plans.
 - **Pricing:** Free gives 5 build credits a day (30 a month). Pro is $25 a month, or $250 a year, for 100 credits. Business is $50 a month. ([Lovable plans](https://docs.lovable.dev/introduction/subscription-plans))
 - **AI:** Fully prompt-driven, with credits charged per request.
 - **Pitfall:** According to [Lovable's GitHub docs](https://docs.lovable.dev/integrations/github), Git sync always creates a new repository, so you cannot connect an existing repo.
 - **Who it is not for:** Anyone who needs a native iOS or Android app. Lovable builds web apps and suggests a PWA or a wrapper for phones.

Lovable raised a $400 million Series C at a $13.3 billion valuation in August 2026, [according to TechNode](https://technode.com/2026/08/13/tencent-backs-lovable-in-400-million-series-c-at-13-3-billion-valuation/).

### 9. Replit: best AI low-code platform for people who want to see the code

Replit's site description is short: "Describe what you want. Replit builds it." ([Replit](https://replit.com/)) Underneath, it is a full cloud IDE, which makes it the most developer-friendly of the AI generators.

- **What it outputs:** Web apps with a frontend, backend and database, plus native mobile apps through Expo and React Native.
 - **Code export:** ZIP download and two-way GitHub sync are documented; the docs do not tie them to a plan.
 - **Pricing:** Starter is free, with daily Agent credits and one published app that goes down after 30 days. Core is $20 a month or $18 a month billed annually. Pro is $100 a month. ([Replit pricing](https://replit.com/pricing))
 - **AI:** Agent builds and edits; paid work uses effort-based pricing tied to request complexity.
 - **Pitfall:** Costs vary per request, and [Replit's billing docs](https://docs.replit.com/billing/ai-billing) note usage can take up to 30 minutes to show on the dashboard.
 - **Who it is not for:** Teams that need fixed, predictable AI spend, or Android-first apps: Replit says publishing to Google Play is not yet supported.

### 10. Bolt: best AI low-code platform for JavaScript web apps

Bolt's docs put it simply: "Bolt is an AI-powered builder for websites, web apps, and mobile apps." ([Bolt support](https://support.bolt.new/get-started/intro-bolt.md))

- **What it outputs:** JavaScript apps with a Node.js backend on Bolt Cloud; mobile apps come out Expo-compatible when you ask for a mobile app.
 - **Code export:** ZIP download and two-way GitHub sync. The plan requirements are not stated.
 - **Pricing:** Free gives 1 million tokens a month with a 300K daily cap. Pro is $18 a month billed annually for 10 million tokens. Teams is $27 per member a month billed annually. ([Bolt pricing](https://bolt.new/pricing))
 - **AI:** Token-based; larger projects use more tokens per message because Bolt reads more files.
 - **Pitfall:** Getting to the App Store runs through Expo's build service from your own computer, with Node.js and Git installed.
 - **Who it is not for:** Teams that need a Python or PHP backend, which Bolt does not support.

### 13. Base44: best for quick web apps with a managed backend

Base44, owned by Wix, calls itself "an AI platform for building fully functioning apps in minutes." ([Base44](https://base44.com/))

- **What it outputs:** React, Vite, Tailwind and shadcn/ui on the frontend; a managed NoSQL database, auth and Deno functions on Base44's backend.
 - **Code export:** Two-way GitHub sync from the Builder plan; the code depends on the Base44 SDK.
 - **Pricing:** Free gives 25 message credits a month. Starter is $16 a month billed annually. Builder, needed for GitHub sync and app store files, is $40 a month billed annually. ([Base44 pricing](https://base44.com/pricing))
 - **AI:** Fully prompt-driven, with separate message and integration credits.
 - **Pitfall:** The App Store route is a wrapper. [Base44's docs](https://docs.base44.com/documentation/building-your-app/uploading-to-app-stores.md) say it is a lightweight native wrapper that opens your app's URL, and Apple In-App Purchase is not supported yet.
 - **Who it is not for:** Anyone selling subscriptions inside an iOS app, or teams that want a backend they fully control.

## Visual app builders: low-code for people who like to see the canvas

Visual builders give you a drag-and-drop editor instead of (or alongside) a prompt box. They suit people who want fine control of layout and are willing to learn an editor.

### 3. FlutterFlow: best visual low-code platform for cross-platform mobile

FlutterFlow says it "helps you build high quality, customized apps quickly" ([FlutterFlow](https://www.flutterflow.io/)). It is the strongest visual option when you need iOS and Android from one project and want real code at the end.

- **What it outputs:** Flutter code for mobile, web and desktop.
 - **Code export:** Code download from Basic up; [FlutterFlow's ownership page](https://docs.flutterflow.io/misc/application-data-ownership) says you own the output of your work.
 - **Pricing:** Free has no code download or store deployment. Basic is $39 a month with code download, one-click store deployment and a custom domain. Growth is $80 for the first seat. Business is $150 for the first seat. ([FlutterFlow plan comparison](https://docs.flutterflow.io/accounts-billing/plan-comparison))
 - **AI:** Six AI tools, including page generation, an agent panel that uses your own Claude, Codex or Gemini account, and plain-English tests.
 - **Pitfall:** If you push to GitHub and edit that branch by hand, [the docs warn](https://docs.flutterflow.io/exporting/push-to-github.md) "your changes will be overwritten by the next push from FlutterFlow."
 - **Who it is not for:** Non-technical founders who never want to touch widgets, app state or backend setup.

### 8. Bubble: best for web apps when you never want to see code

Bubble is one of the best-known no-code web app builders, and now has an AI agent and native mobile apps.

- **What it outputs:** Web apps that run on Bubble, plus native mobile apps that [Bubble builds with React Native](https://bubble.io/support/en/articles/11534736-introducing-bubble-for-native-mobile-apps-a-faster-more-effective-way-to-build-for-mobile).
 - **Code export:** None. Bubble's help center says: "We do not support on-premise self-hosting or code exports at this time." ([Bubble support](https://bubble.io/support/en/articles/8525080-can-i-export-my-bubble-application))
 - **Pricing:** Web Starter is $32 a month billed annually. Store publishing needs a Mobile or Web and Mobile plan; Mobile Starter is $42 a month billed annually. Usage is metered in workload units, with overages billed per 1,000. ([Bubble plans](https://bubble.io/support/en/articles/10845711-plans-pricing))
 - **AI:** An AI agent generates the first version, then you edit visually.
 - **Pitfall:** Not every web element has a native mobile counterpart, and plugins are not cross-platform.
 - **Who it is not for:** Anyone who needs to own source code, or who needs predictable cost at high traffic.

## Internal-tool builders: low-code for apps your employees use

Internal-tool builders connect to your databases and APIs and let you assemble dashboards, admin panels and approval flows quickly. The user is an employee, not the public, so pricing is usually per user.

### 4. Retool: best low-code platform for internal tools

Retool's docs describe it as a way to "Quickly build web and mobile apps, automate complex tasks, and integrate AI" ([Retool docs](https://docs.retool.com/)).

- **What it builds:** Dashboards, admin consoles, workflows, AI agents and native iOS and Android apps, on top of any database, API or LLM.
 - **Code export:** Apps export as JSON or a Toolscript archive for re-import into Retool; the docs do not describe running them outside Retool.
 - **Pricing:** Free for up to 5 users. Team is $10 per builder plus $5 per internal user a month, billed annually. Business is $50 per builder plus $15 per internal user. ([Retool pricing](https://retool.com/pricing))
 - **AI:** An AI-native app builder plus pooled AI credits (250 on Free, 1,000 on Team).
 - **Pitfall:** Free, Team and Business are cloud only; self-hosting is Enterprise. The older Assist tool has been retired from the classic builder.
 - **Who it is not for:** Small teams that need self-hosting, or anyone who wants code that runs outside Retool.

### 11. Appsmith: best open-source low-code platform

Appsmith's GitHub repo sums it up: "Platform to build admin panels, internal tools, and dashboards." ([Appsmith on GitHub](https://github.com/appsmithorg/appsmith))

- **What it builds:** Admin panels, CRUD apps, dashboards and portals on 25+ databases and any API.
 - **Code export:** Apps sync to any Git provider (3 repos on Free, unlimited on Business), but they run on Appsmith.
 - **Open source:** Apache 2.0; the Community edition self-hosts on Docker or Kubernetes for free.
 - **Pricing:** Free for up to 5 cloud users. Business is $15 per user a month. Enterprise is $2,500 a month for 100 users. ([Appsmith pricing](https://www.appsmith.com/pricing))
 - **Pitfall:** [Appsmith's docs](https://docs.appsmith.com/connect-data/reference/appsmith-ai) say its built-in AI datasource reached end of life on September 30, 2026; apps now need an OpenAI, Anthropic or Google datasource.
 - **Who it is not for:** Non-technical builders who want an app from a prompt, or teams that need native mobile apps.

### 12. Budibase: best self-hosted low-code platform for apps and agents

Budibase pitches itself as a way to "Save weeks building agents, apps, and automations" ([Budibase](https://budibase.com/)).

- **What it builds:** Internal apps, approval automations and AI agents on PostgreSQL, MySQL, Snowflake, MongoDB, Google Sheets, Salesforce and more.
 - **Open source:** GPL v3 core; the self-hosted open-source plan is free with unlimited users and apps.
 - **Code export:** Workspaces export as a JSON file meant for another Budibase install.
 - **Pricing:** Cloud Pro is $19 a month with one creator; each end user is $5 a month. Premium is $49. Business is $299 with three creators. ([Budibase pricing](https://budibase.com/pricing/))
 - **Pitfall:** Cloud Pro includes zero end users, so per-user fees add up quickly unless you self-host.
 - **Who it is not for:** Teams wanting a cheap cloud plan for many users.

### 14. Zoho Creator: best for businesses already on Zoho

Zoho Creator promises to "Build secure custom applications, agents, and workflows that power your business." ([Zoho Creator](https://www.zoho.com/creator/))

- **What it builds:** Internal tools and customer portals, with native iOS and Android apps generated for each app and over 1,000 integrations.
 - **Code export:** Apps export as a .ds file that re-imports into Zoho.
 - **Pricing:** Free for one app, with 5,000 records. Paid plans (Standard, Professional, Enterprise) are priced per user; check Zoho's pricing page for your region, as amounts were not displayed consistently when we checked.
 - **AI:** CoCreator, powered by Zia, builds apps from a prompt, a wireframe document or a process diagram.
 - **Pitfall:** Zia is available only on paid plans, and [Zoho's help center](https://help.zoho.com/portal/en/kb/creator/developer-guide/operations/zia/articles/configuring-zia) says Zoho GenAI prompts work only in English.
 - **Who it is not for:** Teams that need code that runs outside Zoho.

## Enterprise low-code application platforms

Enterprise LCAPs are built for IT departments running dozens or hundreds of apps under one set of security, identity and deployment rules. They are the platforms Gartner evaluates, and their pricing reflects that.

### 5. Microsoft Power Apps: best for organisations on Microsoft 365

Microsoft's pitch is to "Transform your business with modern, AI-first applications." ([Power Apps](https://www.microsoft.com/en-us/power-platform/products/power-apps))

- **What it builds:** Canvas and model-driven business apps on Dataverse, SharePoint and hundreds of connectors. Mobile users run apps in the Power Apps mobile app, or you can wrap a canvas app as a branded iOS or Android app.
 - **Code export:** Source is Power Fx and YAML inside a .msapp file, which needs the Power Apps runtime.
 - **Pricing:** A free Developer Plan. Premium is $20 per user a month, paid yearly. Dataverse capacity is extra. ([Power Apps pricing](https://www.microsoft.com/en-us/power-platform/products/power-apps/pricing))
 - **AI:** Copilot builds apps from natural language.
 - **Pitfall:** Delegation. [Microsoft's docs](https://learn.microsoft.com/power-apps/maker/canvas-apps/delegation-overview) say that for non-delegable queries "Power Apps gets the first 500 records from the data source", adjustable to 10,000, so large data sets can return incomplete results.
 - **Who it is not for:** Teams outside the Microsoft ecosystem, or anyone building a consumer app.

Microsoft has been a Leader in Gartner's LCAP Magic Quadrant for [seven consecutive reports](https://www.microsoft.com/en-us/power-platform/blog/?p=132137).

### 6. OutSystems: best for regulated enterprises modernising legacy systems

OutSystems positions itself as how regulated enterprises modernise legacy systems and run custom apps and agents ([OutSystems](https://www.outsystems.com/)). It is a Leader in Gartner's 2026 AI-Augmented report for the tenth year running, [per OutSystems](https://www.outsystems.com/1/low-code-application-platforms-gartner/).

- **What it builds:** Web, mobile and internal apps plus AI agents. Mobile apps are built on Ionic Capacitor and Apache Cordova inside a native shell.
 - **Code export:** On OutSystems 11 you can detach to standard .NET code, but only when you stop using the platform. "Detaching is a one-way street," [the support guide says](https://success.outsystems.com/support/licensing/the_detach_process_for_outsystems_11/). We found no official detach process for OutSystems Developer Cloud.
 - **Pricing:** A free Personal Edition for learning. Production is quote-only and starts at 100 internal users. ([OutSystems pricing](https://www.outsystems.com/pricing-and-editions/))
 - **AI:** Mentor generates apps from prompts; the homepage also invites any agentic coding tool.
 - **Pitfall:** No published price, and no path to production without a sales conversation.
 - **Who it is not for:** Startups and solo builders.

### 7. Mendix: best for large enterprise app portfolios

Mendix describes "One platform to build the workflows, agents and applications your hybrid workforce runs on." ([Mendix](https://www.mendix.com/))

- **What it builds:** Workflow and business apps for web, PWA and native mobile. "Mendix's native mobile apps are based on React Native," [per the docs](https://docs.mendix.com/refguide10/mobile/).
 - **Code export:** You keep access to your models and data through the Mendix SDK, which can generate Java classes or SQL, but there is no runnable source export.
 - **Pricing:** Free to try. Standard starts at $1,090 a month for one app, or $2,725 a month for unlimited apps. Premium is quote-only. ([Mendix pricing](https://www.mendix.com/pricing/))
 - **AI:** Maia, Mendix's agentic development assistant.
 - **Pitfall:** The Free plan has no support, no uptime guarantee and no deployment outside Mendix Cloud.
 - **Who it is not for:** Small teams; the first production app costs over $13,000 a year.

### 15. Google AppSheet: best for Google Workspace teams

AppSheet turns spreadsheets and databases into apps, and is included in most paid Google Workspace plans at the Core level.

- **What it builds:** Internal apps and automations on Sheets and other sources, running inside the AppSheet host app on iOS and Android or in a browser; branded apps are available.
 - **Code export:** None documented; AppSheet stores the app definition and is cloud-only.
 - **Pricing:** Free for up to 10 test users. Starter is $5, Core $10 and Enterprise Plus $20 per user a month. Publisher Pro is $50 per app a month with unlimited users. ([AppSheet pricing](https://about.appsheet.com/pricing/))
 - **AI:** Gemini builds an app from a description and can run AI tasks in automations.
 - **Pitfall:** [Google's support page](https://support.google.com/appsheet/answer/10104789?hl=en) warns: "Do not exceed 100K rows or 1000 columns in your spreadsheet."
 - **Who it is not for:** Customer-facing apps with large data or custom design.

### 16. Appian: best for process automation and case management

Appian's homepage line is "Orchestrate AI agents, systems, and people from a unified platform." ([Appian](https://appian.com/))

- **What it builds:** Process, case-management and workflow apps with RPA, AI agents and portals. Mobile runs in the Appian Mobile app, which can be custom-branded.
 - **Code export:** Packages export as XML in a ZIP for moving between Appian environments only.
 - **Pricing:** No public prices; plans are per user, per month, per app. A free Community Edition exists. ([Appian pricing](https://appian.com/products/platform/pricing))
 - **AI:** AI agents and AI skills, plus code generation from prompts.
 - **Pitfall:** The Standard tier allows a single data source and excludes AI agents.
 - **Who it is not for:** Consumer apps or design-heavy products.

### 17. Salesforce Platform: best for apps on Salesforce data

Salesforce Platform lets admins build Lightning apps and pages with a point-and-click App Builder on top of CRM data.

- **What it builds:** Custom business apps on Salesforce data, running in Lightning Experience and the Salesforce mobile app.
 - **Code export:** Metadata API retrieves customisations, but its [stated purpose](https://developer.salesforce.com/docs/atlas.en-us.api_meta.meta/api_meta/meta_intro.htm) is moving metadata between Salesforce orgs.
 - **Pricing:** Platform Starter is $25 per user a month and Platform Plus $100, both billed annually. ([Salesforce pricing](https://www.salesforce.com/editions-pricing/platform/))
 - **AI:** Agentforce Vibes builds Lightning apps, React apps and agents.
 - **Pitfall:** Starter includes only 10 custom objects.
 - **Who it is not for:** Companies not already on Salesforce.

## Which low-code platform fits your project?

The fastest way to narrow the list is to start from what you are building.

| You are building | Best pick | Strong alternatives | Avoid |
| --- | --- | --- | --- |
| A native iPhone, iPad or Mac app to sell on the App Store | Superapp | FlutterFlow, Replit | Lovable, Power Apps |
| A SaaS web app or marketplace | Lovable | Bolt, Replit, Bubble | AppSheet, Appian |
| An app that must ship on iOS and Android on day one | FlutterFlow | Bubble, Replit (iOS only for now) | Superapp |
| An internal dashboard on your company database | Retool | Appsmith, Budibase | Base44 |
| An internal app in a Microsoft 365 company | Power Apps | Retool | Bubble |
| A Google Sheets-based field or ops app | AppSheet | Zoho Creator | Mendix |
| A self-hosted tool behind your firewall | Budibase or Appsmith | Retool Enterprise | Lovable, Bubble |
| A regulated, enterprise-wide app portfolio | OutSystems or Mendix | Appian, Power Apps | Bolt, Base44 |
| A workflow on Salesforce CRM data | Salesforce Platform | Retool | FlutterFlow |
| A quick prototype to show investors | Superapp (native) or Lovable (web) | Bolt, Base44 | Mendix, OutSystems |

And by who you are:

| You are | Start with | Why |

## How much do low-code platforms cost?

Low-code pricing splits into two models. App builders charge the builder (a flat monthly plan plus credits or tokens), so cost stays flat as your audience grows. Internal-tool and enterprise platforms charge per user, so cost grows with every employee who opens the app.

Year one for a solo builder shipping one app, on the cheapest plan that can publish it:

| Platform | Plan used | Year-one cost | Notes |
| --- | --- | --- | --- |
| Superapp | Pro, monthly | $399 | $300 plan plus Apple's $99 developer fee; native Apple app and website |
| Base44 | Starter, annual | $192 | Web only; App Store files need Builder ($480 a year) |
| Bolt | Pro, annual | $216 | Web; App Store route via Expo from your own machine |
| Replit | Core, annual | $216 | Web; iOS publishing adds Apple's $99 |
| Lovable | Pro, annual | $250 | Web only |
| Bubble | Web Starter, annual | $384 | Mobile Starter plus both store fees is $628 |
| FlutterFlow | Basic, monthly | $592 | Includes Apple's $99 and Google Play's one-time $25 |
| Mendix | Standard, one app | $13,080 | Before any per-user or add-on costs |

Superapp is not the cheapest line in this table; Base44, Bolt and Replit are cheaper for web apps. It is the cheapest here that produces a native Apple app with exportable Swift.

Year one for an internal app with 1 builder and 10 users:

| Platform | Plan used | Year-one cost | Notes |
| --- | --- | --- | --- |
| Superapp | Not designed for this | n/a | Built for public apps, not internal tools on company data |
| Retool | Team | $720 | $10 builder plus $5 per internal user, billed annually; Free covers up to 5 users |
| AppSheet | Starter | $600 | $5 per user; Core is included in most paid Workspace plans |
| Budibase | Cloud Pro | $828 | $19 plus $5 per end user; self-hosted open source is free |
| Appsmith | Business | $1,800 | $15 per user; Community edition is free if you self-host |
| Power Apps | Premium | $2,400 | $20 per user, often already licensed in larger companies |
| Salesforce Platform | Starter | $3,000 | $25 per user, billed annually |
| OutSystems, Appian | Quote | Quote | No public pricing |

These are our calculations from published list prices on October 22, 2026, before taxes, add-ons and usage overages. Apple's Developer Program [costs $99 a year](https://developer.apple.com/programs/); Google Play has a [one-time $25 registration fee](https://support.google.com/googleplay/android-developer/answer/6112435?hl=en).

## Can you take your code with you?

Code ownership is the question most buyers skip and most regret. It decides whether the platform is a starting point or a permanent landlord.

| Platform | Runnable code you can take | What you actually get | Open source / self-host |
| --- | --- | --- | --- |
| Superapp | Yes | Standard Xcode project in Swift | No |
| Lovable | Yes | Full repo via Git sync (all plans) or ZIP (paid) | No |
| Replit | Yes | ZIP or GitHub sync | No |
| Bolt | Yes | ZIP or GitHub sync | No |
| FlutterFlow | Yes, from Basic | Flutter project | No |
| Base44 | Partly, from Builder | React code tied to the Base44 SDK and backend | No |
| OutSystems | One time, on exit (O11) | .NET source after a one-way detach | No |
| Appsmith | No | Git-synced app definitions | Yes, Apache 2.0 |
| Budibase | No | JSON export for another Budibase install | Yes, GPL v3 core |
| Retool | No | JSON or Toolscript for re-import | Self-host on Enterprise |
| Mendix | No | Models and data via SDK | No |
| Power Apps | No | Power Fx and YAML that need the runtime | No |
| Bubble | No | JSON for another Bubble app | No |
| Zoho Creator | No | .ds file for Zoho | On-premise edition exists |
| AppSheet | No | App definition in Google's cloud | No |
| Appian | No | XML packages for Appian environments | No |
| Salesforce Platform | No | Metadata for Salesforce orgs | No |

The pattern is clear. AI generators mostly hand you real code, because generating ordinary code is what they do. Visual and enterprise platforms mostly keep your app in their runtime, which is part of what you pay for: governance, upgrades and hosting.

## How does AI work in each low-code platform?

Every platform on this list now has AI, but "AI" means very different things. In AI generators, the AI builds the whole app. In visual and enterprise platforms, it usually drafts a first version or a component inside an editor you still drive.

| Platform | AI feature | What the AI does | How AI is billed |
| --- | --- | --- | --- |
| Superapp | Built-in agent | Writes, compiles and fixes the whole Swift app from chat | Credits, roughly one per screen |
| Lovable | Built-in agent | Builds the full-stack web app from chat | Credits per request |
| Replit | Agent | Builds web and mobile apps, sets up database and routes | Effort-based credits |
| Bolt | Built-in agent | Builds JavaScript apps from chat | Tokens, more for larger projects |
| Base44 | Built-in agent | Builds the app and backend from chat | Message and integration credits |
| FlutterFlow | Six AI tools | Generates pages, runs your own coding agent, writes tests | Included requests by plan |
| Bubble | AI agent | Generates the first version, then you edit visually | Included by plan |
| Retool | AI-native builder | Generates internal apps from a description; AI Actions | Pooled AI credits |
| Appsmith | Prompted widgets | Generates widgets; LLM calls via your own provider | Your LLM provider's bill |
| Budibase | Agents | Agents answer requests and act across your systems | AI credits on cloud plans |
| Zoho Creator | CoCreator (Zia) | Builds apps from a prompt, wireframe or diagram | Paid plans only |
| Power Apps | Copilot | Builds apps from natural language | Included with licences |
| OutSystems | Mentor | Generates apps from prompts inside OutSystems | Part of the subscription |
| Mendix | Maia | Agentic development assistant | Part of the subscription |
| AppSheet | Gemini | Builds apps from a description, runs AI tasks | Included by plan |
| Appian | AI agents and skills | Extracts data, acts on processes, generates code | AI Actions capped by tier |
| Salesforce Platform | Agentforce Vibes | Builds Lightning apps, React apps and agents | Platform credits |

The practical difference: with an AI generator you can describe a change in plain English and get a working app back, while with most enterprise platforms the AI speeds up a trained developer who still owns the model.

## Which devices can each platform reach?

| Platform | iPhone and iPad | Android | Mac | Apple Watch | Web | How mobile runs |
| --- | --- | --- | --- | --- | --- | --- |
| Superapp | Yes | No | Yes | Yes | Website | Native Swift |
| Lovable | Browser | Browser | Browser | No | Yes | Web app or PWA |
| Replit | Yes | Not on Google Play yet | Browser | No | Yes | Expo / React Native |
| Bolt | Yes, via Expo | Yes, via Expo | Browser | No | Yes | Expo / React Native |
| Base44 | Wrapper | Wrapper | Browser | No | Yes | Native wrapper around the web app |
| FlutterFlow | Yes | Yes | Desktop builds | No | Yes | Flutter |
| Bubble | Yes, on Mobile plans | Yes, on Mobile plans | Browser | No | Yes | React Native |
| Retool | Yes | Yes | Browser | No | Yes | Native mobile apps |
| Appsmith | Browser | Browser | Browser | No | Yes | Web |
| Budibase | Browser | Browser | Browser | No | Yes | Web |
| Zoho Creator | Yes | Yes | Browser | No | Yes | Generated native apps |
| Power Apps | Player or wrap | Player or wrap | Browser | No | Yes | Power Apps mobile, or wrapped app |
| OutSystems | Yes | Yes | Browser | No | Yes | Capacitor/Cordova shell, or PWA |
| Mendix | Yes | Yes | Browser | No | Yes | React Native, or PWA |
| AppSheet | Host app or branded | Host app or branded | Browser | No | Yes | AppSheet host app |
| Appian | Appian Mobile | Appian Mobile | Browser | No | Yes | Appian Mobile app |
| Salesforce Platform | Salesforce app | Salesforce app | Browser | No | Yes | Salesforce mobile app |

"Browser" means the app works in a mobile or desktop browser but is not a store app. For App Store distribution the strongest native options are Superapp for Apple and FlutterFlow for both platforms. We go deeper on mobile output in our [low-code mobile app development](https://superapp.dev/blog/low-code-mobile-app-development) guide.

## Staying vs switching: what leaving a low-code platform costs

Every low-code platform is easy to start and some are hard to leave. Before you commit, it helps to know what an exit looks like.

| Platform | If you stop paying or leave | What it takes to rebuild elsewhere |
| --- | --- | --- |
| Superapp | You keep the exported Xcode project | Open it in Xcode and continue; any Swift developer can maintain it |
| Lovable, Replit, Bolt | You keep the repo | Host the code yourself; replace the vendor's cloud backend if you used it |
| FlutterFlow | You keep the downloaded Flutter project | Continue in any Flutter setup, but stop syncing from FlutterFlow |
| Base44 | You keep the code from GitHub | Replace the Base44 SDK, database and functions |
| OutSystems (O11) | One-way detach to .NET | Run and maintain the .NET code without OutSystems tools |
| Mendix | You keep models and data | Re-engineer the app on another platform from the models |
| Bubble, Retool, Power Apps, Appian, AppSheet, Salesforce, Zoho | You keep your data | Rebuild the app from scratch |
| Appsmith, Budibase | You can self-host the free edition | Keep running it yourself instead of rebuilding |

None of this makes a locked platform a bad choice. A Retool or Power Apps app that saves your operations team ten hours a week is worth a lot even if you can never move it. It just belongs in the decision, especially for an app that is your business rather than a tool inside it.

## 10 questions to ask before you choose a low-code platform

1. What exactly does the platform output: native code, a framework like Flutter or React Native, a web app, or an app that runs in its own player?
 2. Can I export code that runs without you, on which plan, and is it one-way?
 3. What is the cheapest plan that puts a real app in front of real users?
 4. Is pricing per builder, per user, per app, or per AI credit, and what happens at ten times my current users?
 5. What happens to my app and data if I stop paying?
 6. Can it publish to the App Store and Google Play directly, and does it support in-app purchases?
 7. Which AI features are included, and how are they billed?
 8. Can I self-host, and is there an open-source edition?
 9. What support and uptime commitments come with my plan?
 10. Which systems does it connect to out of the box, and how do I connect the rest?

For Superapp the short answers are: native Swift; yes, as a standard Xcode project; Pro at $25 a month; credits; you keep the exported project; yes for the App Store, with RevenueCat for subscriptions; AI is the builder; no; email support on Pro and priority on Business; and Supabase, your own API, and tools like Airtable, Google Sheets and Notion.

## Low-code vs no-code vs AI app builders: what is the difference?

No-code means you never write code; the tool hides it completely. Low-code means you mostly use visual tools or prompts but can add or edit code where needed. AI app builders are a third approach: they write ordinary code for you from a description, and you can read it or never look at it.

| Approach | You work with | Code at the end | Examples |
| --- | --- | --- | --- |
| AI app builder | A prompt and a chat | Ordinary code (Swift, React, Flutter) | Superapp, Lovable, Replit, Bolt |
| Low-code | A visual editor plus optional code | Platform code, sometimes exportable | FlutterFlow, Retool, Mendix, OutSystems |
| No-code | A visual editor only | Hidden; runs on the platform | Bubble, AppSheet |

In practice the lines have blurred. Bubble now has an AI agent, OutSystems has Mentor, Retool calls its builder AI-native, and Gartner's 2026 report folds AI generation into the low-code category. For a deeper look at the no-code side, see our [best no-code app builders](https://superapp.dev/blog/best-no-code-app-builders-in-2026-17-tools-real-reviews) comparison.

## Pick it or skip it

| Platform | Pick it if | Skip it if |
| --- | --- | --- |
| Superapp | You want a native Apple app and website you own, and help getting users | Android must launch on the same day, or you need internal tools |
| Lovable | You are building a web app or SaaS | You need a native mobile app |
| FlutterFlow | You need iOS and Android with a visual editor | You never want to touch widgets or state |
| Retool | You need internal tools on company data fast | You want to self-host on a small budget |
| Power Apps | Your company runs on Microsoft 365 | You are building a consumer app |
| OutSystems | You are a regulated enterprise with legacy systems | You need a published price |
| Mendix | You run a large enterprise app portfolio | Your budget is under $13,000 a year |
| Bubble | You want a web app and never want to see code | You need to own your source code |
| Replit | You want an AI builder with a full IDE | You need fixed monthly AI costs |
| Bolt | You want a JavaScript web app from a prompt | You need a Python or PHP backend |
| Appsmith | You want open source and Git sync | You want apps from a prompt |
| Budibase | You want to self-host apps and agents for free | You want a cheap cloud plan with many users |
| Base44 | You want a fast web app with a managed backend | You need Apple In-App Purchase |
| Zoho Creator | You already use Zoho | You need portable code |
| AppSheet | Your data lives in Google Sheets | You have more than 100K rows per sheet |
| Appian | Your problem is process and case management | You are building a consumer product |
| Salesforce Platform | Your app lives on CRM data | You are not on Salesforce |

## Decide in five questions

1. **Who will use the app?** The public, go to question 2. Employees, go to question 4.
 2. **Does it need to be a native mobile app?** Apple only: Superapp. iOS and Android together: FlutterFlow. Web is fine: question 3.
 3. **Do you want to write any code?** No: Lovable or Bubble. Some, with a real IDE: Replit or Bolt.
 4. **What does your company already run on?** Microsoft 365: Power Apps. Google Workspace: AppSheet. Salesforce: Salesforce Platform. Zoho: Zoho Creator. None of these: question 5.
 5. **How big and regulated is the rollout?** One team on its own data: Retool, or Appsmith and Budibase if you need to self-host. Many apps under central IT governance: OutSystems, Mendix or Appian.

## What enterprise low-code still does better than AI builders

AI generators win on speed and code ownership, but enterprise platforms still win in four places, and it would be misleading to pretend otherwise.

- **Governance at scale.** Mendix, OutSystems and Power Apps manage identity, permissions, environments and deployment for hundreds of apps under one policy. AI generators manage one project at a time.
 - **Connectors to old systems.** Enterprise platforms ship maintained integrations to SAP, Oracle, mainframes and Dataverse. Zoho alone claims over 1,000 integrations.
 - **Support and uptime commitments.** Paid enterprise tiers come with support plans and uptime guarantees; Mendix's own Free plan, for comparison, has neither.
 - **Analyst coverage.** Procurement teams want a Gartner Leader. In 2025 the Leaders included Microsoft, Salesforce, Appian, Mendix, ServiceNow and OutSystems, per each vendor's announcement, such as [Appian's](https://appian.com/about/explore/press-releases/2025/appian-recognized-as-a-leader-in-the-2025-gartner-magic-quadrant) and [Salesforce's](https://www.salesforce.com/news/stories/gartner-magic-quadrant-low-code-application-2025/).

If your problem is "500 employees need a governed claims workflow", buy an enterprise LCAP. If it is "I need an app in the App Store this month", an AI generator is the better tool.

## Where Superapp fits among low-code platforms

As a disclosure, Superapp is our product, so weigh this accordingly. Superapp is the only platform on this list that turns a description into a native Swift app for iPhone, iPad, Apple Watch, Mac and Vision Pro, publishes it to the App Store, builds the app's website, and then helps you get users: the Max plan adds AI agents for Apple Ads, App Store optimization and UGC creator content. You can export the full Xcode project and continue in Xcode, Claude Code or Codex, and it builds in the cloud, so you do not need a Mac.

The limits are real. Superapp is Apple-only today, so FlutterFlow or Bubble is the better fit if Android has to ship at the same time. It is built for apps you sell to the public, not internal tools on company data, where Retool or Power Apps is the better choice. And it is not the cheapest builder for web-only projects: Base44, Bolt and Replit cost less per year. ## Frequently Asked Questions

**What is the best low-code platform in 2026?**
It depends on what you build. Superapp is best for native Apple apps you own, Lovable for web apps, FlutterFlow for cross-platform mobile, Retool for internal tools, Power Apps for Microsoft 365 companies, and OutSystems or Mendix for large enterprises.

**What is a low-code platform?**
A low-code platform lets you build applications mostly with visual tools, templates or plain-language prompts, while still allowing custom code where the tools run out. Gartner's 2026 report now calls the category AI-augmented low-code application platforms.

**What is the best low-code AI platform?**
Superapp is the best AI low-code platform for native Apple apps, and Lovable is the best for web apps. Replit and Bolt suit developers who want full code access. Among enterprise platforms, OutSystems Mentor and Mendix Maia add AI generation to governed environments.

**What is the difference between low-code and no-code?**
No-code hides code completely, while low-code lets you add or edit code when needed. AI app builders like Superapp and Lovable generate ordinary code from a description, which you can read, export or ignore.

**Which low-code platforms let you export your code?**
Superapp (Xcode project), Lovable (Git sync on every plan), Replit and Bolt (ZIP and GitHub), and FlutterFlow (from Basic) let you export runnable code. Bubble, Retool, Mendix, Power Apps, Appian, AppSheet and Salesforce keep apps on their own runtime.

**What is the cheapest low-code platform?**
For web apps, Base44 Starter ($16 a month annual), Bolt and Replit ($18 a month annual) are the cheapest paid plans. For a native Apple app with exportable code, Superapp Pro at $25 a month is the cheapest here. For internal tools, Retool and Appsmith are free for up to 5 users, and Budibase and Appsmith are free to self-host.

**Is there a free low-code platform?**
Yes. Superapp gives free credits in most countries, Lovable, Bolt, Replit and Base44 have free tiers, Retool and Appsmith are free for up to 5 users, and Budibase and Appsmith have free open-source editions you self-host. Enterprise platforms offer free learning editions but not free production.

**What is the best low-code platform for mobile apps?**

**What is the best open-source low-code platform?**
Appsmith (Apache 2.0) and Budibase (GPL v3 core) are the leading open-source options, both free to self-host. Neither is designed for public consumer apps; Superapp and Lovable are better there, though they are not open source.

**Is Superapp a low-code platform?**
Yes. Superapp is an AI app builder that generates a standard Xcode project in native Swift from a description, so you can build without code and add code later. That fits Gartner's 2026 view that AI generation is part of low-code.

**Is Lovable a low-code platform?**
Yes, Lovable is an AI low-code platform for full-stack web apps. You describe the app, Lovable generates a TanStack Start or React app on a Supabase-based backend, and you can sync the code to GitHub on any plan.

**Is FlutterFlow low-code or no-code?**
FlutterFlow is low-code: it has a visual editor, but you work with widgets, state and backend setup, and you can add custom code and download the Flutter project from the Basic plan.

**Is Power Apps low-code?**
Yes. Microsoft Power Apps is a low-code platform for business apps using Power Fx formulas, connectors and Copilot. It is best inside Microsoft 365 and is priced from $20 per user a month, paid yearly.

**Who are the leaders in Gartner's low-code Magic Quadrant?**
In the 2025 Enterprise LCAP Magic Quadrant, Microsoft, Salesforce, Appian, Mendix, ServiceNow and OutSystems were Leaders, according to vendor announcements. OutSystems says it is a Leader in the renamed 2026 AI-Augmented report for the tenth year.

**How much does a low-code platform cost per year?**
For a solo builder, roughly $192 to $630 in year one, such as about $399 for Superapp Pro including Apple's fee. For an internal app with 10 users, roughly $600 to $3,000. Enterprise platforms like Mendix start above $13,000 a year, and OutSystems and Appian are quote-only.

**Can low-code apps be published to the App Store?**
Yes, with the right platform and Apple's $99 developer membership. Superapp handles build and submission on Pro, FlutterFlow has one-click store deployment from Basic, Bubble needs a Mobile plan, and Base44 publishes a web wrapper from Builder.

**Will AI app builders replace low-code platforms?**
Not entirely. AI builders win on speed and code ownership for public apps, while enterprise platforms keep the lead on governance, legacy connectors and support. Gartner's 2026 report treats AI generation as part of low-code rather than a replacement.

**Do I need to know how to code to use a low-code platform?**
No, for AI builders like Superapp and Lovable or no-code tools like Bubble and AppSheet. Some coding helps with FlutterFlow, Retool and Appsmith, and enterprise platforms usually expect trained developers for production apps.

**Who uses low-code platforms?**
Increasingly people outside IT. In 2022 Gartner predicted developers outside formal IT departments would make up at least 80% of the low-code user base by 2026, from founders using Superapp to operations teams using Retool.
